Name: Submit_new_public_files.cmd

 Usage: Submit_new_public_files.cmd Delete|Add

 Purpose: This is the script that adds new files and deletes old files
          for the public directories in the build.

 The script is driven off the %RazzleToolPath%\public_changes.txt.
