infcat : localization tool for International team.

infcat.exe -t[Dst] -s[Src|,Loc] -a[Src1|,Loc] -a[Src|,Loc] ...

    -t - specify target file
    -s - specify source file
    -a - specify appended files
   Dst - destination file name
   Src - source file name
   Loc - locale ID
