PURPOSE: Creates INF file lists.

PARAMETERS:

[LogFile] - Path to append a log of actions and errors.
[InLayout] - Path of Layout file from which INFs are generated.
[Target Dir] - Directory where i386, mips, and alpha dirs are for lists.
